V, Main Objective
Acting as a platform for multilateral communications among mainstream media, independent filmmakers, academic institutions, DV amateurs and the general public, Yunnan Multi Cultures Visual Festival?(YUNFEST 2005) aims at the reach of documentaries made in China and the dissemination of alternative education of documentary filmmaking in China and GMS countries. All YUNFEST participants, especially the young filmmakers will be offered with body-present learning experience and be channeled into personal exchanges with other filmmakers .

VI, Programs:
The YUNFEST 2005 consists of four parts. Part one is the YUNFEST Youth Forum –dedicated to an amount of 15 hrs of films made by young filmmakers in China; Part two is a Chinese documentary film competition named the YUNFEST Competition?15 officially-selected films from all the entry films made from January 1 st , 2002 till December 31 st , 2004 will compete for three prizes: the Bronze Prize (the grand prize of YUNFEST), the Mask Prize (the YUNFEST Jury Award) and the Black Pottery Prize (the YUNFEST Initiative Award). Part three is the YUNFEST Flashback–a retrospective of documentaries made by one outstanding filmmaker or a group of filmmakers all over the world. The YUNFEST organization chooses films to be screened in this part to show respect to pioneer filmmakers who dare to express the ongoing social changes in their own personal talents and courage. And part four is the YUNFEST Participatory Visual Education.

VII, Entry Submission:
A, YUNFEST 2005 will not charge any filmmakers any entry fee.

B, Each entrant shall be required to submit the following information:

  1. A preview DVD/VCD copy (PAL/NTSC) of the film with Chinese or Chinese/English subtitles.
  2. A filled-out entry form, a film synopsis within 300 words (in Chinese or in English), and a filmography/biography of the filmmaker.
  3. At least two different stills of the filmmaker and two stills from the film.

C, Please include any necessary or relevant materials concerning with the production and release of the film.

D, Entry form, information requested and DVD/VCD copy of each entrant should be sent to:

E, Notice of Shipping:

Entrants are required to inform the YUNFST Organizing Committee Office by fax/mail/e-mail of title of the film, the date the entries have been sent, how they have been sent.

F, All the postal/shipping expenses to send the copies of the film and other required materials to the YUNFEST Organizing Committee Office as well as other expenses incurred, such as insurance, are to be paid by the entrants. The YUNFEST takes no responsibility in case of accidental damage or loss, except for the actual time the entries are in possession of the YUNFEST Office. The transport of the film is at the entrants' own risk and expense.

G, All the DVD/VCD copies submitted to the YUNFEST will not be returned to the entrants. They are retained at the YUNFEST Video Library to accommodate research, exchange and educational screening purposes. All the entries will be available for private screenings during the YUNFEST Competition at the YUNFEST Video Library. The YUNFEST Organizing Committee is committed to restrain the films not for any duplications and public screenings unless it is granted with the filmmakers' permission and authorization in a written form.

VIII, the YUNFEST Competition

A, Type: Fifteen officially-selected films from all the entry films made by Chinese filmmakers from January 1 st , 2002 till December 31 st , 2004 will participate in the YUNFEST Competition and compete for three prizes.

B, Eligibility: Films satisfying the following conditions are eligible for the YUNFEST Competition:

  1. Films which their filmmakers intend to be documentaries.
  2. Filmmakers are from the People's Republic of China .
  3. The screening format of the selected films for the Visual Festival will surely be DV or DVCAM (PAL).
  4. Films that have not been released publicly in China prior to their showing at the YUNFEST Competition.
  5. All the entries shall be films made from January 1 st , 2002 till December 31 st , 2004.

C, Application period: From September 1, 2004 till January 18, 2005.

D, Selection:

  1. Approximately 15 films will be selected from among all the entries to be screened at the YUNFEST Competition.
  2. Entrants shall be officially notified soon after the selection.
  3. All the filmmakers of the 15 selected films will be granted with “the YUNFEST Certificate of Entrant?
  4. The YUNFEST Organizing Committee will invite the filmmakers to participate the YUNFEST Competition and be present at the screenings of their films and have exchanges with the audience. All the expenses to participate will be paid by the filmmakers themselves, and the Organizing Committee will help arrange for their accommodation, activities and booking of their return tickets.

E, Films to be screened:

In order to have reliable screening effect during the YUNFEST Competition, the YUNFEST Organizing Committee requires each entrant to send the DV/DVCAM copies (PAL) to be officially screened. The YUNFEST organizers are committed to return the DV or DVCAM copies back to the entrants after the YUNFEST Competition and not to make any copy of the films.

F, Publicity:

  1. Applicants authorize broadcast of portions of their works for the promotion of the YUNFEST Competition on television, the internet, or other media (segments totaling 3 minutes or less).
  2. Applicants also authorize the use of stills in the official catalog, the YUNFEST website, and other publicity materials.

G, Jury:

A jury for the YUNFEST Competition will work independently to select the winning films and distribute the prizes. The jury will be composed of 5 individuals selected by the YUNFEST Organizing Committee.

H, Prizes:

The jury will vote for the three winning films and award the following prizes with trophies, certificates and remuneration to filmmakers:

  •  the Grand Prize named the Bronze Prize RMB 10,000
  •  the Jury Award named the Mask Priz e RMB 5,000
  •  the YUNFEST Initiative Award named the Black Pottery Prize RMB 5,000

IX, the YUNFEST Youth Forum

A, Type:
This is a newly-established part and is to introduce and support the up-and-coming young filmmaker in China .

B, Eligibility:

  1. Short films made in any format/style (60 minutes or less).
  2. The works should be the first or second films made by the filmmakers individually.
  3. Filmmakers are from the People's Republic of China .

C, Application period: From September 1, 2004 till January 18, 2005.

D, Selection:

  1. Entrants shall be officially notified soon after the selection.
  2. All the filmmakers of the selected films will be granted with “the YUNFEST Certificate of Entrant?
  3. The YUNFEST Organizing Committee will invite the filmmakers to participate the YUNFEST Youth Forum and be present at the screenings of their films and have exchanges with the audience. All the travel expenses to participate the Forum will be paid by the filmmakers themselves, and the Committee will only cover the expenses of their accommodation, and help arrange for the booking of their return tickets.

E, Films to be screened:

In order to have reliable screening effect during the Visual Festival, the YUNFEST organizers require each entrant to send the DV/DVCAM copies (PAL) to be officially screened. The YUNFEST organizers are committed to return the DV or DVCAM copies back to the entrants.

F, Publicity:

  1. Applicants authorize broadcast of portions of their works for the promotion of the Visual Festival on television, the internet, or other media (segments totaling 3 minutes or less).
  2. Applicants also authorize the use of stills in the official catalog, the YUNFEST website, and other publicity materials.

X, The YUNFEST Retrospective

The YUNFEST Organizing Committee will cooperate with YAMAGATA International Documentary Film Festival to select and apply for the official screenings of 8 Japanese documentaries with Chinese subtitles made in the 1960' s and 1970' s.

XI, the YUNFEST Participatory Visual Education

As one of the new category of modern media, image-making serves as the major form of communication in terms of community research and development. There has been endless output of image-making works from the input of participatory visual education projects and indigenous filmmaking into the field of traditional community development. This part aims at screening some indigenous videos, promoting discussions and communications among each every community projects and shares their unique experience with the general public.

XII, THE APPLICANT FILMMAKER DECLARES THAT THE CONTENT OF THE ENTRY FILM DOES NOT VIALATE THE CHINESE LAW AND SOCIAL MORALS, ANY HE/SHE HAS OBTAINED ALL NECESSARY RIGHTS AND PERMISSIONS TO PRESENT THE FILM AT THE Yunnan Multi Culture Visual Festival. SUBMISSION OF AN APPLICATION FOR PARTICIPATION IN THE YUNFEST Visual Festival IMPLIES FULL ACCEPTANCE OF THESE REGULATIONS.
